In my experience whenever we've run user tests on disabled buttons, users have always been confused by them. They don't know why they're disabled, and they don't know what to do to enable them. Making them look disabled is possibly ok but the solution is often to leave them enabled and provide feedback when clicked about why, either beside the button or highlighting the fields that need to be filled in along with a message about what's missing.
